Abstract

Deciding on how to start designing a policy is challenging due to the number and variety of policy measures available. It often involves assessing different alternatives using approaches such as multi-criteria decision analysis (MCDA). This chapter introduces the PMARM generic framework for the analysis and ranking of policy measures. This framework combines networks and MCDA and serves as a heuristic design approach to aid in the targeted consideration and deployment of policy measures in a policy, with the ultimate aim of increasing the policy’s effectiveness, efficiency and acceptability. Unlike commonly used methodologies, this approach both considers the internal properties of the policy measures and takes into account their interactions with other potential measures. The explicit consideration of interactions among policy measures provides additional insights into the policy design process and can help experts and policymakers improve the assessment of policy measures and better understand their interactions and complexities while designing policies.
