Education policy in both “developed” and “developing” countries is increasingly shaped by decisions made at the global level. International frameworks like the Education for All agenda and the Millennium Development Goals are forged by diverse stakeholders – international organisations, national governments, aid organisations, civil society and the private sector – who come together at global megaconferences to debate the future of the international and development education field. This poses significant methodological and theoretical challenges for the field, as the traditional unit of analysis for education policy studies has been the nation-state. I will attempt to meet this challenge through a focus on global-level decision making and through a critical analysis of the role civil society plays in global educational governance.
