Abstract

Since the early 1980s, we have learned much about how to improve individual schools, but successful efforts at systemic improvement have been less common. As we shall see in more detail later, there have recently been ambitious attempts to reform whole systems in a wide range of local authorities, districts, provinces or states, and nations. What is needed is the development of a series of potentially testable theories of systemic change in education; this chapter reviews research and practice to date in an effort to make a modest contribution to that worthwhile and necessary goal.
