Abstract

This chapter examines how educational effectiveness research (EER) has contributed to our understanding of system change. It documents the shift from focusing on individual schools to focusing on school districts and school systems, highlighting the key structures and processes associated with developing effective educational systems, and noting the challenges associated with scaling up reform from small numbers of schools to whole systems.
