The 1999 Standards for Educational and Psychological Testing are widely recognized as the most authoritative statement of professional consensus regarding the development and evaluation of educational and psychological tests. This chapter highlights the standards most relevant to test development. Standards addressing questions of the purpose(s) of a test, the delineation of the construct or domain to be measured, the development and evaluation of test specifications, item development, scoring, field testing, the analysis and selection of items, and the assembly and evaluation of the test are highlighted and discussed.
