Abstract

This chapter examines the relationship between the private sector and the state in developing and implementing surveillance systems for law enforcement and security purposes, the confluence of political, economic and social relations that constitute the “surveillance-industrial complex.” In the post-9/11, security-focused world, surveillance is big business. Commercial suppliers of surveillance technologies, applications and services of every kind have fuelled the growth of a huge, global market. The surveillance-industrial complex provides a framework for analyzing this market and the wider implications of the burgeoning relationship between the state and the surveillance industry for governance and democracy.
