Abstract

Schools in the 21st century are in transition from a focus on sorting and labeling students to accountability for positive outcomes for all students. As a result, many changes in schools have been recommended, including an increasing call for data-based decision making, implementation of evidence-based interventions, a focus on prevention and early intervention, and more effective professional staff development. Many of the changes reflect a growing understanding that there is a need for school environments not only to facilitate the healthy development of students (Biglan, Flay, Embry, & Sandler, 2012), but also to provide quality environments for the staff as well. In line with this challenge to improve the quality of the school environment, one promising approach is to enhance student outcomes through the development of collaborative support services, using the framework of consultee-centered consultation (Lambert, Hylander, & Sandoval, 2004).
