Abstract

The Japanese Constitution provides in Article 26 that all people shall have the right to receive an education, and that parents and guardians shall be obligated to have all boys and girls under their protection receive an ordinary education. The latter clause requires a parent to send his or her child to schools for nine years’ basic education. 1 This, understood as compulsory education, is one of the duties of the Japanese people.
