Three questions are central to the agenda-setting perspective in public policy analysis:

Among all competing concerns of individuals and groups, what determines which ones will succeed in gaining the active attention of political decision-makers?

How do problems and solutions come to be matched together in public policy formulation?

Who are the key actors in agenda-setting, and by what means do they pursue their objectives?
